There are exceptions for certain shipments:
If a cargo tank is transporting ethanol, diesel fuel, or hazmat (other than gasoline) for a single trip, the EPA Method 27 test is not required.
However, if the cargo tank is used for transporting other products, an 80% leakage test is mandatory.
